Provide reason for rejection when reviewing events.

Description

As a site admin, I want to be able to provide a reason for rejecting a talk so that when the event host receives the event email, they have an idea of what they could do to improve the chances of being accepted.

Quite often, we reject events because they don't have an English description (for example) - almost certainly these events should be in the system, but at the moment the only way is for me to find the hosts details and send them a separate email. Having an additional optional field to provide a rejection reason would mean the submitter knows exactly what to do to get the event accepted.
